Major European Arts Conference at The Junction
From 22-25 September 2005, Trans Europe Halles – The European Network of Independent Cultural Centres, will be holding its 60th meeting at The Junction in Cambridge.

Called ‘Escalator International’, it will be a meeting, a conference and showcase event that aims to develop ways of supporting, developing and nurturing emerging European performing artists.

The conference will not only be a meeting point for venue managers, promoters, programmers and festival organisers from the UK and Europe, but also a practical information source for artists interested in developing and profiling their work in Europe. The conference will consist of meetings, seminars, workshops and keynote speeches alongside a performance programme that will complement and contextualise the discussions and debates.

Approximately 250 delegates from 22 European countries will participate in the conference and see a presentation of Junction activities and showcase performances from bands, theatre and dance groups. 100 emerging artists from the UK, Holland, France, Spain, Luxembourg, Slovenia, Sweden, Austria and Norway will be participating in the event as both performers and delegates. Artists, art practitioners and funders will be able to attend seminars looking at funding sources for presenting work, both in and outside of their countries and practical assistance on how to get their work seen and booked.

From Thursday to Saturday night there will be a showcase programme of performances by Escalator artists and European performers in The Junction and other Cambridge venues.

NOTES:

The British Council (UK), Edinburgh Fringe Festival (UK), Fractured Atlas (USA), The Dutch Rock & Pop Institute (NL) and Storasöder (S) have been invited to present their schemes and concepts alongside The Eastern regions own Escalator Project.

Keynote speakers of the conference are Mik Flood and Corina Suteu. Mik Flood has a 30-year track record in inter-disciplinary arts in Britain, Europe and the USA. He has held senior positions in several of the UK's most innovative arts venues, and was director of IETM. Corina Suteu is Head of Cultural Programmes at the Institute of Technology and Human Development in Nantes (France) and president of EUCUMEST Association (Romania); she has been involved in many international activities as a cultural mediator, networker, trainer and external expert.

The conference is open to all TransEuropeHalles members, European artists linked to TEH venues, UK Escalator delegates and artists, UK and European arts organizations and agencies working in the field of emerging art.

Projects - Trans Europe Staff Exchange Scheme back to top

Another exciting TransEuropeHalles project is the Staff Exchange Scheme, which The Junction is co-ordinating. The exchange programme is aimed at all staff of T.E.H. member centres, working in all cultural and arts areas (i.e. artistic, financial, managerial, development, catering, technical, communications, education, social, operations). Volunteers can also be included in the programme.

The project will enable people to gain new experiences while working in a different cultural and artistic environment, developing their skills, knowledge and professional careers. Moreover it will provide the opportunity to exchange ideas and suggestions between both the hosting centre, sending centre and the visitor. The exchange programme aims to promote the cooperation and understanding between T.E.H. members working across Europe in the cultural industries.

The exchange could last from one week or up to six months. A short visit might be just about learning how the particular centre works, its structure, aims etc. whereas the longer visit might include actual work and participation in everyday life of the Hosting Centre.

The Junction will be responsible for coordinating the whole exchange. The responsibilities will include: organising the matching of candidates and centres, coordinating any fundraising required, keeping information about the project, liaison with the person responsible for the visitor in each centre and preparing the evaluation of the project.

Trans Europe Halles is a European network of 36 venues that offer arts partnership, exchange and training programmes. First conceived at Les Halles de Schaerbeek in 1983, Trans Europes Halles celebrated its 20th anniversary in 2003. The Junction joined the network in 1994 and in 1996 produced a five-day cultural festival in Copenhagen. Two hundred and fifty young artists presented a variety of work on a car ferry that had been converted into a floating arts centre. The Junction has also been involved in other European projects such as the Youth Exchange Programme.

The network aims to build up ties that can lead to mutual enrichment in a constantly evolving association, bringing together a great diversity of independent, multi-functional and multi-disciplinary cultural centres located throughout Europe. Trans Europe Halles offers an exciting opportunity for combining views and actions on the cultural development of Europe.

Each of the organisations in the network is distinguished by its own unique environment, organisation and project however all teams share the same spirit of support for young artists, new talents, innovative approaches and emerging cultures. The projects undertaken in the Trans Europe Halles (T.E.H) centres involve themselves in local contexts while developing international perspectives.

The member centres of T.E.H pay close attention to new forms of artistic expression. They help out with the emergence and professionalisation of young artists and work with young people who are motivated by and utilise the new skills and technologies which accompany contemporary creation.

In the early eighties, the kinds of centres which now make up Trans Europe Halles were still only unusual experiments, often considered marginal. Yet similar approaches began to multiply and are still multiplying all over Europe, in answer to the growing demand which younger generations have expressed for intermediate, flexible, liveable spaces. Factories, warehouses, covered markets, dairies, slaughter houses or barracks are remodelled into open spaces: the Trans Europe Halles centres offer places for production and creation, presentation, training and social intercourse.

The expansion of the EU has had the positive effect of attracting more venues to join Trans Europe Halles These include The Arts Printing House in Lithuania amongst others.

The members of Trans Europe Halles meet twice a year - each time at a different network site. This annual meeting is the occasion for intense exchanges in both formal and informal settings. The European encounters are essential to the life of the network and they constitute a high point in the process of learning and appropriating the complex but vibrant, invigorating reality of Europe, with all its perspectives for possible actions. Everyone is encouraged to formulate their expectations and experiences so that all can better grasp the diverse realities and profit from new ideas.

TEH meeting at Buenaventura, Italy - 03.06.2005
Over 60 participants from all over Europe concentrated for 2 days on the major issues that a young and independent cultural centre need to address: the vision of a centre, its relations with public institutions and the community, its relations with volunteers engaged in the centre, the finance and building solutions.
The meeting ended with a public meeting where the results of the five working groups were presented by Paul Bogen, Sigrid Niemer, Sandy Fitzgerald, Andrea Gancs and Natasa Serec. The mayor of Castelfranco, Mrs Maria Giomerato as well as the president of Buenaventura Sergio Gazzola, the director of Melkweg Cor Schlösser and journalist Alessio Surian gave speeches. The TEH meeting in Castelfranco was organized by volunteers alone - a fact that deeply impressed the participants.

TEH formed a Digital Group to harness the different members strengths and supply the members with IT-related services and common systems to improve communication and productivity. So far the group has a few members spread across Europe. The group works on both internal systems for finding the correct person or functions at another member venue as well as building new systems for teh.net and helping those members not blessed with a webmaster of their own.

The 2003 meeting of T.E.H was at The Drum in Birmingham (the only other English member of T.E.H.) between the 25-27 September 2003. This meeting's theme, Cultural Diversity, is one of The Drum's particular strengths.
The Drum is Europe's first arts centre dedicated to developing and promoting African, Asian and Caribbean Arts and Culture including music, spoken word, visual art, comedy, drama and dance from local, national and international artists and companies.
Alongside the usual seminars and discussions a programme of performances took place including music, dance and theatre.

"Migrating Cultures" was an open symposium and networking event aimed at celebrating the artistic stimulus, inspiration and creative wealth that people of different nationalities bring when they cross national borders.

As always, this Trans Europe Halles gathering of national and international delegates was a convivial celebration of the creativity of today's artistic and cultural practices. The weekend included vibrant dialogue, workshops and a passionately shared commitment to the expression of diversity in the arts.

Workshops included culturally diverse programming and marketing, EC policy on funding culture and digital media. The four speakers at the symposium were James Early (Director of Cultural Heritage Policy at the Smithsonian Institution centre for Folklife and Cultural Heritage, Washington DC), Dr Christophe Bertossi (from the Institute of Political Studies in Toulouse France), Colin Prescod (Chair of the Institute of Race Relations, London and ex founding Chair of The Drum) and Sylvia King (Chief Executive of The Public, a major Multimedia Complex in West Bromwich and a recipient of the Guardian Jerwood Award for achievement in the voluntary sector).

Friday 28th February - The Civil Arts Inquiry Day One
The Civil Arts Inquiry was set up by The Dublin City Arts Centre to investigate the future of Arts Centres and their role in society. The boundaries for the symposium were introduced by The Dublin City Arts Centre director Declan Mcgonagle. The debate was phrased around three key areas:

Q: Civil Citizenship - If democracy is enhanced by participating in culture how can arts centres facilitate this? Should they?

Q: Programme - Is participation in the arts as important as providing opportunities for people to view elite/signature art?

Q: Organization - What is the best organisational mechanism to achieve this? Should arts centres be venue based or not?


After lunch we had a presentation on the Ballymun regeneration process. Ballymun is a collection of run down tower blocks which date back to the 60's and are a good example of how the designers and town planners failed in the past.

Q: How can the arts help in regeneration?


This was followed by three presentations from T.E.H. Members on their venues as examples of how Arts Centres can be very different and have extremely different approaches to arts provision.

Saturday 1st March
Another presentation of how arts can help within a regeneration project came from residents and artists from Fatima Mansions. This area was another town planning disaster to the west of Dublin.

This was followed by a panel discussion and the symposium ended with a keynote address from Pavel Buchler an artist and head of research at Manchester Metropolitan. Pavel discussed the idea of the artist as agitator. He put forward a challenging proposition that the artist him/herself and the artistic process is of greater importance than the artefact produced.

The Ateneu Popular of Nou Barris, a cultural centre open to the public, grew out of a struggle engaged in by neighbourhood residents to restore the area to public use. The numerous cultural activities that have taken place over the years produced several specific groups whose regular events have gradually determined the current personality of the Ateneu: circus, theatre, cinema, street animation, music etc. In addition, these groups established a model of management in which decision-making is based on maximum participation and responsibility of all interested parties.

Verkatehdas will be a new generation arts and conference centre with a very wide concept of culture. It will combine both public and private services and civic activities. Verkatehdas is an organic and accessible combination of industrial heritage and modern architecture. The unique atmosphere and character of the old industrial buildings are preserved. Construction works of the new concert hall and cinema start in June 2005. A classic from our friends at The Melkweg, Amsterdam. Skip the Rush offer left-field rock with a twisted Indie nose for a melody.
ALAZARIN (Holland)
Winners of their regional band competition hosted by Dutch venue P60, Alazarin combine Dutch Indie pop with a knowing melodic awareness and great vocals.
NICCOKICK (Sweden)
Swedish band who finally got their big break-through last year. Now they've played all big festivals in Scandinavia, but still haven't reached out to Mainland Europe.
The bands will be followed by an Indie disco until 1am, featuring the wonderful Alternation DJs.

THE DAWN PARADE - After storming performances at SXSW and a Rolling Stone party Dawn Parade are ready to roll out their debut album late in 2005. They tour the UK from November onwards but catch them before they are famous at The Portland!!
MISS BLACK AMERICA - MBA have one of the strongest fanbases of any unsigned act working in the UK at the moment. A solid gigging background gives a steely edge to their Indie rock music.
SMOTHER - Hailing from deepest Essex they released their debut single on Global Warming Records to great reviews earlier this year. Smother play powerful rock music with deep melodies.
THE MADELINES - The Madelines look set to be one the most talked about bands of 2006. They play infectious Indie/rock tunes with great style and passion
